Senior Water Operator
Position Description

This position contributes to the mission through being responsible for effectively providing maintenance support to customers and the department resulting in increased public satisfaction and greater efficiency.

Department:   Public Works
Status:   Non-Exempt
Supervisor Title:   Water Superintendent
Direct Reports:   None

ESSENTIAL FUNCTIONS:
1) 30% Responsible for water distribution and operation.  Tasks may include:·   Installing new water services and replacing defective water meters as needed.

Connecting and disconnecting of water services at property owner’s request.
Reading water meters and recording volume used by residential and commercial customers for billing.·   Sampling and analyzing water, and/or drawing samples to be sent to KDHE to ensure water quality and compliance with applicable drinking water standards. Reporting results to the appropriate parties.
Responding to emergency calls for possible distribution system problems.
Investigating customer concerns on water use and advising customers on water conservation practices.
Conducting daily checks of operation gages.
Operating multiple computer applications including a utility billing software, SCADA system, and radio read software.
Operating distribution system equipment, including a motor vehicle, back hoe, dump truck, shoring equipment, tapping machines, and locating equipment

2) 30%  Responsible for division maintenance and repair.  Tasks may include:
Locating and repairing water leaks, and maintaining water mains, pumping facilities, valves, water storage facilities, and main-to-meter service lines.
Inspecting and maintaining all pumps and motors.
Conducting routine maintenance and repair on the water treatment plant and water distribution systems.
Maintaining all department equipment in a good and working order.
Maintaining the water facilities in a clean and safe condition.
Conducting minor maintenance tasks, including general construction, painting, ground maintenance, and assisting with snow removal as required.
Assisting the fire department with the fire hydrant maintenance program.

3) 20% Responsible for providing leadership and guidance to subordinate personnel.  Tasks may include:
Coordinating work assignments for subordinate personnel.
Participating in the development of system maintenance schedules.
Ensuring safe working conditions and practices are in place for department personnel.·   Providing necessary training for division personnel regarding the usage of equipment and proper methods of completing water tasks.
Providing on the job training as needed to personnel.
Providing recommendations regarding individual performance expectations of subordinate personnel, monitoring and evaluating employee performance through formal and informal performance reviews according to policy.

4) 20% Responsible for records and reports.  Tasks may include:
Preparing and maintaining proper records, reports, and documents related to division operations in an organized manner.
Operating water software system to view and complete work orders and updating customer account notes as needed.

(Continually looks for new and improved ways of completing the above functions.  Other tasks as assigned will be performed in order to address business needs.)


POSITION REQUIREMENTS:
Roles:  This position requires the ability to work independently, work well with others, and perform in a team environment on a daily basis. The ability to delegate tasks, provide informal training, and provide performance feedback to others is essential.

Impact:  Successful completion of work tasks results in improved operation, minimized disruption of service, and increased public satisfaction.

Latitude:  Most duties are assigned and then the employee arranges tasks in order to complete duties.  Most problem-solving is accomplished in conjunction with supervisor.  Some decisions not affecting other departments may be made independently.  All purchase requests must be approved by supervisor.

Interaction:  Frequent interaction with employees throughout the organization and the general public.

Education:·   High School Diploma or equivalent, required.

Experience:·   Two to Three years of water treatment/distribution systems experience, preferred.·   Two to Three years of heavy equipment operation experience, preferred.

Skills:
Extensive knowledge of mechanics, water testing equipment, water plant maintenance and operation, and minor electrical work.
Extensive knowledge of computers with the ability to operate and comprehend a professional level utility billing software, SCADA system, and radio read software.
Ability to apply intermediate level mathematics skills.
Ability to operate all division equipment and machinery.
Ability to assume leadership role on job sites and perform as worksite foreman in the absence of the water superintendent.
Ability to read and use blueprints.
Ability to meet and deal tactfully with the general public and communicate effectively and clearly, both orally and in writing.

Certification/License:
Valid Kansas driver’s license and a good driving record, required.
Valid Kansas commercial driver’s license, required within 90 days of employment.
Class II Water Operator certification strongly preferred·   Class III Water Operator certification preferred within eighteen months of employment.
Class I Water Distribution certification, preferred within eighteen months of employment.

Work Environment:  Frequent (75%) exposure to adverse weather conditions, hazardous elements, and dangerous situations.  Frequent (40%) carrying, lifting, moving, or pushing of 50 pounds.  Frequent climbing in and out of trenches and other confined spaces.  Frequent bending, stooping, kneeling, squatting, and twisting.  Must be available for on-call and overtime.
